If the Windows Security app doesn't open, is crashing, or doesn't work properly, you can reset it to try to fix the Windows Security app.

Do you have any third-party antivirus software installed?

Execute following commands one at a time from Command Prompt make sure Command Prompt open as an administrator.

Code:
Dism /Online /Cleanup-image /Restorehealth

Sfc /scannow

regsvr32 jscript

regsvr32 vbscript

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

After finis executing commands, reboot your computer.

You can't modify that registry value as its protected, well you can from recovery environment i suggest you perform in-place upgrade.

In this video, i will show you how to repair install of Windows 11 by performing an in-place upgrade without losing anything.

Before re-installing Windows, save yourself time and try this:

1. Download PowerRun. From the tool, open an elevated CMD window.
2. sc config wscsvc start= auto
3. net start wscsvc
4. Open Security Center.

Modifying Defender settings, outside of the Security Center app, requires TrustedInstaller privileges. This doesn't include anyone who is an Administrator. Therefore you need an elevation tool which grants you access.

Hopefully nothing else is broken.

If the message was:
C:\Windows\System32>net start wscsvc
The requested service has already been started.

More help is available by typing NET HELPMSG 2182.

Then the Windows Security Center service is running. Did you try opening Security Center? I feel we're missing some background. Other than noticing Security doesn't open, how do you get to the point of checking regedit for the start mode?

Unless you have a more detailed explanation of how this got started, then you're stuck with @FreeBooter's repair reinstall.
