Well, this is a production recording workstation that has been in service for a number of years starting with when Windows 10 was the thing. I have plugin settings and such that I have next to no way of bringing across a reset (which might as well be a reinstall) or moved to a new user account.
Almost forgot, i've been in a somehow similar situation (that too was a studio workstations - with DAW, Plugins and such - but his windows was broke beyond repair). And manage to transfer - most of the settings by coppyinng the OldUser data on a different partition, as in:
C:\Users\OldUser (AppData is particularly important - but some settings were spread across Documents & Music folders too) - which covered most DAW layouts, plugin presets and settings
C:\Program Files\VSTPlugins\ or C:\Program Files\Common Files\VST2\
C:\Program Files\Common Files\VST3\
C:\Program Files\Common Files\Avid\Audio\Plug-Ins\ (if using AAX - Pro Tools))
Win +Run - > regedit - >
Computer\HKEY_CURRENT_USER\Software and made a reg back-up - saved as whatever.reg
Made a new account. Coppied all of above - and restored the whatevere.reg data
As for licensing... Plugin Alliance, iLok & Steinberg usualy detects them on a re-login, Native Access are re-indexed automaticly, for Waves - you should be able to recover Licenses if plugins appear missing - using Waves Central (or at least - that worked the last time i tried)
May take awhile - depends how fast are your storage units (that SSD was rather average - a Sasmsung released around 2018 i think - while newer/modern ones are incomprably faster), but other than time - there's no loss in trying. :)
