Can't Import a .vcf (vcard) File into iCloud

I have contacts synching to my iPad linked to Gmail. However, nothing shows under iCloud contacts on the iCloud web page. I tried exporting the Gmail contacts as a vcf file but get the error shown when importing the vcf file into iCloud. Any ideas what's wrong? I can't even import any single contact using a vcf file. Apple do make life difficult by not supporting contact import using a csv file like everyone else.

Step 4 is what I tried resulting in the error in post 1. Contact details in Google Contacts are fine but iCloud refuses to read the .vcf file exported from Google. This should be a simple task but isn't.
