Solved Can't open "Add or remove programs" window. SettingsHandlers_StorageSense.dll crashes

I can't open the "Add or remove programs" window. If I try to launch it from the Start menu or from Settings, a blank window appears for about 3 seconds and then closes.

Event Viewer is indicating an issue with the Immersive Control Panel SettingsHandlers_StorageSense.dll.

This only affects one single user. Other user accounts can open the "Installed Apps" window without issues.

I have tried countless steps to fix this without any luck. These include:
  • Reverting to several different restore points
  • Running all of the available repair commands: DISM / sfc / Reset-AppxPackage etc. etc.
  • Deleting and recreating the ImmersiveControlPanel directory
  • Deleting and recreating the ImmersiveControlPanel registry keys
  • Safe booting with all non-Microsoft services disabled

Opening the old "Uninstall a program" menu in the control panel still works.

I don't know if this is relevant, but trying to open the window in safe mode throws this warning: "The system detected an overrun of a stack-based buffer in this application. This overrun could potentially allow a malicious user to gain control of this application."

I'd appreciate any help to fix this. Other Settings windows, like "Default apps", work fine. I've looked at several of the "Immersive Control Panel"-related issues in the forums but I can't make any sense of it.

Nevermind. I ended up running a full in-place upgrade of Win 11. Took some time but it fixed the issue.
