Chrome Installs 4 GB File weights.bin?

there is a large 4gb file weights.bin used by chrome in "C:\Users\myname\AppData\Local\Google\Chrome\User Data\OptGuideOnDeviceModel\2025.8.8.1141" what is this for and how to stop it being installed?

If you want to go in a slightly alternate direction:
1) Close Chrome
2) Delete weights.bin
3) Create an empty file named weights.bin in that same location
4) Go to the file's properties, and Deny permissions from the OS to touching that empty file

Open Chrome and see if everything works out the way it should.

Chrome is no more on my PCs!
