I've been able to gain 5GB of space by using File Explorer properties to compact the following folders
Users
Windows
Program Files
Program files (x86)
ProgramData
and intend to try the other folders.
The command compact /compact:query told me the system WAS in the compact state. But most files were not compacted.
File Explorer shows me which folders are compacted by putting them in blue
