Windows 11
Not always, it's happened twice in the last 2 weeks. The only way I can get into the computer is to hold down the power button until it turns off then press the power button again to turn it on.

The computer is a laptop with an external monitor, this morning when I tried to wake it (press the Ctrl key and move the mouse) the monitor woke up, but not the computer.

Modern laptops do not use traditional s3 sleep but use a state called modern standby(s0). There are reports of all kinds of issues with modern standby systems, both here and across the web, including not waking from modern standby. There is no cut and dried solution. One has to use the process of elimination, but this is nigh on to impossible if it doesn't happen all the time.

First make sure that you are running the latest bios, chipset, and graphic drivers as well as any firmware updates.

Otherwise; here are other things you can try in no particular order.
Turn off fast startup.
  • Go to Control Panel > Power Options > Choose what the power buttons do.
  • Click Change settings that are currently unavailable.
  • Uncheck Turn on fast startup.
  • Click Save changes.
Disable hibernation.
  • Open a command prompt as administrator.
  • Type the following command and press Enter: powercfg -h off
Disable Hybrid Sleep if it is used: Go to Power Options > Sleep > Allow hybrid sleep > Off.

Control Panel>power options>make sure you are running the recommended plan.

Try a clean boot to rule out third-party interference. Perform a Clean Boot in Windows 11 to Troubleshoot Software Conflicts

Did you by chance update your graphics drivers before the sleep problem started? Only reason I ask is when I updated my new machine's video drivers from NVIDIA and intel vs the Dell factory drivers my PC had major problems with Modern Standby (S0) mode and would not wake from sleep. It would BSOD and had to be cold booted after sleep until I went back to the older factory video drivers. And that's without using hibernate or fast startup.

This is way above my paygrade

Turn off fast startup.

Fast startup is no where to be found.
Disable hibernation.
  • Open a command prompt as administrator.
  • Type the following command and press Enter: powercfg -h off
Disable Hybrid Sleep if it is used: Go to Power Options > Sleep > Allow hybrid sleep > Off.
Allow hybrid sleep is not there.
Control Panel>power options>make sure you are running the recommended plan.
The power plan I'm using is called Acer, will change it to Balanced with the same settings as Acer and see if that solves it.

Searched Control Panel and Systems for Fast startup and Hybrid sleep and found nothing.

Do not search for fast startup. Follow the steps exactly as I provided to turn it off.

OK, once hibernation is disabled, fast startup may no longer show anymore in 24h2. You can check that fast startup is off by opening a command prompt as admin and type
powercfg -a
