The only way to get out of this "mode" 
is to disconnect power. I break AC power to the computer either by pulling the plug from either end or turning off the PSU switch and then the LED goes off in a few seconds. Only then, I reconnect AC power and turning the tower on.
This problem existed for a few years
, even before upgrading from Win10 to 11 and through a few BIOS upgrades. However, back in October, I did a clean reinstall of Windows 11 (reformatting C:\) and this PC would boot faster and 
it wouldn't lock up like this. It wasn't until December that this problem 
returned.
Otherwise, the PC runs fine
. Any ideas? Any tests for the power supply or motherboard?

is that the PC seems to shut down (when it SHOULD NOT) but doesn't fully shut down, instead hits this frozen state where only a full power cycle (disconnect AC and wait for the Power Button LED to go out, then reconnect and restart) "fixes" this bizarre sympton.
