Virtualization Create Windows 11 Virtual Machine with Hyper-V

This tutorial will show you how to set up and create a Windows 11 virtual machine with Hyper-V on a Windows 10 or Windows 11 PC.

Windows 11 has all the power and security of Windows 10 with a redesigned and refreshed look. It also comes with new tools, sounds, and apps. Every detail has been considered. All of it comes together to bring you a refreshing experience on your PC.

Hyper-V enables running virtualized computer systems on top of a physical host. These virtualized systems can be used and managed just as if they were physical computer systems, however they exist in virtualized and isolated environment. Special software called a hypervisor manages access between the virtual systems and the physical hardware resources. Virtualization enables quick deployment of computer systems, a way to quickly restore systems to a previously known good state, and the ability to migrate systems between physical hosts.

Hyper-V is only available on 64-bit versions of Windows 10/11 Pro, Enterprise, and Education. It is not available on the Home edition.

Hyper-V Enhanced Session Mode is only available if you installed Windows 10/11 Pro, Enterprise, or Education as the VM.

Here's How:

1 The following items will need to be enabled in the system BIOS/UEFI:
  • Intel ("Intel VT" or "VT-x") or AMD ("AMD-V") CPU virtualization.
  • Hardware Enforced Data Execution Prevention.

2 If you haven't already, you will need to download a Windows 11 ISO file.

3 If you haven't already, you will need to enable Hyper-V. (see screenshot below)

4 Open Hyper-V Manager (virtmgmt.msc).

5 Right click or press and hold on the host computer (ex: "BRINKDESKTOP") in the left pane of Hyper-V Manager, click/tap on New, and click/tap on Virtual Machine. (see screenshot below)

6 Click/tap on Next in the "New Virtual Machine Wizard". (see screenshot below)

7 Type a name (ex: "Windows 11 VM") you want for this virtual machine. (see screenshot below)

8 Perform the following steps if you want to specify a different location to store this virtual machine: (see screenshots below)

Click/tap on Next instead if you do not want to change the location.


  1. Check Store the virtual machine in a different location.
  2. Click/tap on the Browse button.
  3. Navigate to and select the drive or folder you want to store the virtual machine.
  4. Click/tap on Select Folder.
  5. Click/tap on Next.

9 Select (dot) Generation 2, and click/tap on Next. (see screenshot below)

10 Specify the memory size in MB (ex: "4096") you want, check (default) or uncheck Use Dynamic Memory for this virtual machine, and click/tap on Next. (see screenshot below)

Windows 11 requires a minimum of 4 GB (4096 MB) of RAM (memory)

If you uncheck Dynamic Memory, all the specified memory size is allocated from the host computer.

If you check Dynamic Memory, the specified memory size is only allocated from the host computer as needed.

11 Select Default Switch for the virtual machine network connection, and click/tap on Next. (see screenshot below)

13 Perform the following steps to select the Windows 11 ISO file from step 2: (see screenshots below)
  1. Select (dot) Install an operating system from a bootable image file.
  2. Click/tap on the Browse button.
  3. Navigate to and select the Windows 11 ISO file.
  4. Click/tap on Open.
  5. Click/tap on Next.

14 Click/tap on Finish. (see screenshot below)

15 In Hyper-V Manager (virtmgmt.msc), right click or press and hold on this virtual machine's name (ex: "Windows 11 VM") from step 7, and click/tap on Settings. (see screenshot below)

16 Perform the following steps in Security Settings: (see screenshot below)
  1. Click/tap on Security in the left pane of Settings.
  2. Check Enable Secure Boot.
  3. Check Enable Trusted Platform Module.
  4. Click/tap on Apply.

17 Perform the following steps in Processor Settings: (see screenshot below)
  1. Click/tap on Processor in the left pane of Settings.
  2. Specify at least 2 for the Number of virtual processors.
  3. Click/tap on Apply.

18 Perform the following steps in Checkpoints Settings: (see screenshot below)

Checkpoints can be useful to revery virtual machines to a previous state if needed like a system image.

Checkpoints can use a lot of disk space, so you may want to disable (uncheck) checkpoints for this virtual machine if you do not want to use checkpoints to save space.


  1. Click/tap on Checkpoints in the left pane of Settings.
  2. Check (default) or uncheck Enable checkpoints for what you want.
  3. Click/tap on OK.

19 In Hyper-V Manager (virtmgmt.msc), double click/tap on this virtual machine's name (ex: "Windows 11 VM") from step 7 to connect to it. (see screenshot below)

20 Click/tap on Start in the virtual machine. (see screenshot below)

21 When you see Press any key to boot from CD or DVD., press any key to boot from the ISO specified in step 13. (see screenshot below)

You will only have a few seconds to do this.

If you miss the time to press any key and see >>Start PXE over IPv4 like below, then perform the steps below to restart the virtual machine and try again:

1) Click/tap on Action on the menu bar of the virtual machine, and click/tap on Reset.
2) Click/tap on Reset in the confirmation prompt.

22 When Windows Setup starts in the virtual machine, you can continue at step 5 in this tutorial (click on link) to install Windows 11. (see screenshots below)

Nice tutorial Brink!(y)
Tip: I just discovered that VMWare Workstation 16 is now capable of adding a virtual TPM too, if you enable it's encryption. This might be an alternative path for those who have Windows 10 Home edition.

However, Hyper-V is superior in performance to VMWare. So those who have Windows 10 Pro, Education, Enterprise and all the higher editions, should stay with Hyper-V.

If you get the following error pop-up while trying to start Hyper-V, do this:

Open up Power Shell Administrator, copy and paste
Code:
bcdedit /set hypervisorlaunchtype auto
and press Enter. . . Then reboot and it should work. (And yes, I know this says Windows 10, but it's the same message for Windows 11 VM)

I'm writing this from Windows 11 running in Hyper-V with a Windows 10 host and all is well. However, dxdiag says that my WDDM version in my Hyper-V Win 11 is 1.3 and the Microsoft requirement for Win 11 is WDDM 2.0+ so, in theory, I should not have been able to install and run Windows 11. Does Hyper-V even support WDDM 2.0+? If so, does anyone know how to update the WDDM driver in Hyper-V? My Win 10 host is running WDDM 2.7, BTW. Is Microsoft relaxing this requirement in Hyper-v installs?

After activating Hyper-V Win 11 and restarting the PC after a few minutes of activity the computer freezes and it is impossible to use keyboard, mouse only shutdown solution. Checked Hyper-V requirements with systeminfo.exe and everything is OK. (see attachment) I can't figure out how to make it work and every time I have to reinstall the Win 11 image to be able to reuse the PC. All this because I would like to continue working with Win 10 and install on Hyper-V Win11. Thanks for your help.

Does turning off the VM, and restarting the VM allow it to start up?

In addition, be sure you do not have Enhanced Session Mode turned on for the VM. It doesn't work yet for a W11 VM.

In addition, be sure you do not have Enhanced Session Mode turned on for the VM. It doesn't work yet for a W11 VM.

I have Windows 11 22000.65 in a Hyper-V VM and enhanced session mode works fine, no issues.

After activating Hyper-V Win 11 and restarting the PC after a few minutes of activity the computer freezes and it is impossible to use keyboard, mouse only shutdown solution. Checked Hyper-V requirements with systeminfo.exe and everything is OK. (see attachment) I can't figure out how to make it work and every time I have to reinstall the Win 11 image to be able to reuse the PC. All this because I would like to continue working with Win 10 and install on Hyper-V Win11. Thanks for your help.

Which Win11 build are you using?

I have Windows 11 22000.65 in a Hyper-V VM and enhanced session mode works fine, no issues.

Yeah, it was an issue on the leak and if you tried to install 22000.51 but got 22000.1 instead.

Not that you've got it working with 22000.65 I'll give it another shot - because having o turn off Enhanced Session every time to be able to use the VM was a PITA.

Do you have Windows 11 Pro installed in the VM? I am not sure if Home will allow enhanced session since it relies upon RDP server, which Home will not have. I don't ever remember having any issue with enhanced session even back to the leaked version. Here is my Windows 11 Pro:

UPDATE: I just installed Windows 11 Home in a VM and it looks like enhanced session will remain greyed out.

Correct. W11 Home. :)
That's the problem then. Windows 11 Home does not have RDP server, therefore enhanced session won't be available.

I have a clean install of W11 Pro in a Hyper-V VM with Enhanced session available and working. It was a 22000.51 install, but WU has since updated it to .65 and now to .71. It is installed in a generation 2 VM (for UEFI/secure boot/TPM support).

I also have other VMs with W10 or W11 Home installed, but as has been noted 8/10/11 Home can't use Enhanced session, whatever generation of VM, only 8/10/11 Pro.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Yours is an excellent walk through of Hyper-V. I've been using VirtualBox and just never bothered to get into the Hyper-V console, until I read your post.
