It's not that straightforward, some things have to be enabled with vivetool until they’re officially released.

With Dark Mode, everything is dark. I like Dark with accents but not with things where I've to read and write. It feels oppressive.

I choose Custom and Dark for Windows mode and Light for Apps mode.

I think he was just referring to the desktop theme colors like start menu, taskbar, and windows not stuff like the file and run dialog etc.
