That a bug that has existed since the late Windows 7 days, where I suspect an update introduced this and ever since, this became common!Now everytime I boot my pc I have to wait for the connection to be established whereas before it was just instantly connected to the Internet on startup.
So it's common to have to wait, like it's dial-up, LOL. Possibly a lot longer than dialing up my 56K modem in 2005!
