Desktop Icons Gone - Reycle Bin is a Bar at the Top of the Desktop

Hi,

I'm trying to help a user who has somehow managed to get rid of all their desktop icons and there is a translucent bar across the top of the desktop that appears to be the recycle bin. I haven't been able to find anything on Google nor anything in the settings.

Anyone know what's going on here and how to fix it?

Edit: The user has a Microsoft Surface Pro 7 tablet with type cover if that helps.

Sounds like a corrupted icon cache. Try rebuild the Icon Cache:

Right-click on the desktop:
View>Show Desktop Icons <- Make sure this is checked
