Unless I'm reading the specs of the i7-1355U incorrectly, you do not have a discrete video card. The Iris graphics are integrated into the CPU. Processor Graphics indicates graphics processing circuitry integrated into the processor, providing the graphics, compute, media, and display capabilities. Processor graphics brands include Intel® Iris® Xe Graphics, Intel® UHD Graphics, Intel® HD Graphics, Iris® Graphics, Iris® Plus Graphics, and Iris® Pro Graphics. See the Intel® Graphics Technology for more information.
If the store warranty has expired, I would be contacting Dell and opening a service request. They will either send someone to your home or send you a box to return it for repair. If it is returned, image the machine, then be sure to reset the PC and remove everything. They do not want you returning it with your data on it.
I don't know whether it's a hardware or driver issue, but I'd bet on the former.
If it was my system, I'd image the C: drive, and then do a clean install of Windows. If the problem persists, that would be a strong indication that it's a hardware issue. (I did something like that, a few weeks ago. The whole job took maybe a couple of hours, including restoring C: so that I could swap the drive into the new MB that replaced a defective one.)
If the Graphics come from a built in video source, then they use system ram as Video Ram.
I've found that just cleaning the system ram, solved the problem.
I've even cleaned the ram chips on a plug in video card, once, to solve the pixelating problem.
If this computer was purchased one month ago, you should be able to return it to the seller and exchange it for a working computer. You never should have to "fix" a brand new computer under warranty.
If past the in store warranty, check your Warranty with Dell Support Services and Contracts | Dell US
You can send it back to Dell and they will replace or repair for free under warranty.
