I used Windows Subsystem for Android just to install the Dish Anywhere app on Windows 11 using an APK file, so I paired the app to the Dish Hopper DVR, and now it finally works flawlessly without GMS. However, I haven't tested out the feature to sign in to the MyDish account, but I'll try it sooner.

As of August 2023, Dish Hopper pairing for this app no longer works, because Dish ruined the entire app. Now it requires a MyDish account, I can't believe that Dish Anywhere removed one of the best features.
