I deleted a user account but the folder associated with that account still remains and has important files. The files in the folder are synced to my onedrive. But in my local admin account, I have the same files, so its not necessary to still have that folder. How do I delete the folder without deleting the files in my onedrive?

Do I have to unlink the onedrive then delete the folder then once I delete the folder, do I re-link it? Will that keep my fines intact in my onedrive?

If the account you removed was a MS account synced to Onedrive, You should be able to safely remove the MS account user folder and the files will remain in Onedrive on the web until you manually delete them.

However, it brings up the question.....How, exactly, did you approach getting the files from the MS account into the local account?
If you manually copied them from the old account to external media. and then copied them from external media into your new local account user folders, you're golden.

BUT, on your local account, if you signed into onedrive and chose to "backup your folders" or "Protect important folders", your folders themselves got moved to Onedrive by default even though it is a local account.
If you enabled that feature:
  • Windows redirects:

    Desktop → OneDrive\Desktop
    Documents → OneDrive\Documents
    Pictures → OneDrive\Pictures
  • Your original user folders are replaced with junctions pointing into OneDrive.

That be the case, if your goal when you set up a local account was to get your user folders onto your system drive rather than being stored in Onedrive you're right back where you started.
