Edge homepage notifications settings keep reset itself

Running latest Edge version on a W 11 x64 system. I tried over and over to disable all the Home Page notifications, the one that shows up when opening the browser.
The notifications reset itself to enable with each restart of the browser.

BTW it does that with New Tab Tips too.

It seems that under Customs setting Content must be turned off to get notifications to stay disable.

Not such luck for Bing search nor New tab tips.
