Every time I log off, the video driver gets disabled

Prevuously I thought it was due to Explorer Patcher, because it threw an error messagebox on every logout. But now I do not use it, and there is no error, but the video driver still gets disabled after logging off and on.

Is there a way to fix this or at least disable this safety behavior?
