I have an HP Desktop that has all of a sudden lost its FAST STARTUP setting in Control Panel > Hardware and Sound > System Settings. I first noticed this when I would turn off the computer, and it would say "Shutting Down", instead of just having a spinning circle and turning off. It's been going on for I would say about a week. The question is, how do I get Fast Startup back? This is not an SSD, it's just a 1TB HDD.

Enable hibernation.
Then you should be able to turn on Fast startup.
Have you, by any chance, recently updated or otherwise changed your display driver?

Perhaps it reset your Hibernation & Fast startup settings.

And do note the warning in the Fast startup tutorial that it needs Hibernation on & that Fast startup on/off can be reported incorrectly if Hibernation is off.

Thanks for all the help! I ran the batch script to enable Fast Startup and that fixed it. I am not sure what happened and why all of a sudden Fast Startup had disappeared and stopped working. Thank you all!

maybe you ran "powercfg -h off" in the past.
Honestly, there's no telling. I do however do a full cleanup on all of my home computers once per month. I use Glary Utilities as one of my cleanup tools. I used to use Ccleaner, but it was very limited on what I could do with it and to get more I had to pay for it. So someone on the forum recommended Glary Utilities. Glary Utilities has been good. But it has a certain tool that optimizes PC boot time. I think that may have been what interfered with Fast Startup.

If you have an SSD, you don't need fast startup as it causes more writes on your drive and doesn't have any speed benefits.
