File Explorer Flashing with Right-click on a File

In 24H2 build 26100.2161 (and possibly other recent builds), I notice that when I right-click on a file the resulting context menu has a weird "flashing" effect as it populates the menu. The sample below shows this. Note that this does not happen every single time. For example, if I right-click a file and the context menu flashes, if I do it again right afterward, this time there is no flashing.

Wondering if anyone else sees this.

NOTE: In the clip below I don't show the entire context menu. I cut off the top to avoid making this overly large.

This is normal as it chooses what to show and what to leave for when you click "show more options". You can make it always show the full list but if it is large like mine it can take a few seconds, depending on the file type and the available options. Download Winaero Tweaker for easy hacks without manually editing the Registry.
