Active print queues prevent turning protected print mode on.

After I initialized all of the printer's settings via it's own webpage, I connected the printer to the router via WPS. Keep in mind that I'd *already* done this once. It changed the network address to the same address it'd had prior to reinitializing the settings. I tried manually adding the printer via network address again, and this time it detected it, connected with it, and was able to print a test page. I can't tell whether it's printing from USB or Ethernet, or just ignoring those two and connecting indirectly through the wifi router.

The supposedly active print queues still prevent me from turning protected print mode on.

Here's what I've had to do to just get to this point (written in present tense bc I don't want to re-write the draft):
My printer has stopped being recognized by Windows I think after going back to an older build of Win11 Pro (I could be wrong about that though, it could be that it just stopped connecting randomly). I've tried connecting with it via wifi (my router has been able to add it and I can access the printer's menu page--not the Windows one, mind you, just the printer's self-generated options webpage), via ethernet, and via USB. Current build Version 10.0.26300 Build 26300.
I've removed the printer from Devices & Printers. I've uninstalled the drivers from Device Manager. I've restarted the various spoolers and queues in services.msc. I've restarted my computer. I've deleted the system32 folders for the printer. I've attempted to remove the entries for Canon 260 from Add or Remove Programs, but Windows refuses to allow me to do since it's in denial over the system32 folder no longer existing. I've reinitialized the printer from its physical push-button menu.

I've downloaded MF260MFDriverV6101WP.exe from the Canon website and tried to run it, but like the thread title says, the wizard doesn't recognize that it's connected via USB. I've tried to manually add the printer via Printers & Devices (when I am actually able to access that option; half of the time it just tries to automatically scan for it, displays a Canon260 entry, but then says, "status unavailable"), I've entered in the TCP/IP address, but it doesn't detect or connect with it. I've tried to add the printer with manual settings by just choosing LPT1 or USB001 (virtual printer port), choosing MF260, but it fails to print a test page. The more printers I add this way, the more printers show up with active print jobs when I try to turn Windows protected print mode on (I don't really want to turn that on, I'm just using it to check whether the print jobs have been deleted when I've restarted the spooler and other services with the word "Print" in them).
