Files being deleted have gibberish dollar sign names in "do you want to delete this file" warning

I did not notice this until now but the regular file name does not display anymore for any type of files I delete in the trash bin (using a dummy empty BMP file as a example here)

I am not sure if this is anything of concern; SFC shows no issues, the files in the trash bin do not display such names on them, nor is there anything wrong with said files being deleted.

It's not a concern. It's just another MS bug.

I just made a blank txt file and deleted it. I see the same thing when asked if I want to permanently delete...

If you right click a file, and while holding the Shift key, choose Delete... you'll see the file name instead of the $ junk.

Recycle Bin has the correct file name of the deleted file but when emptying recycle bin, I get a different file name for the file to be deleted, too.

Deleted file name: Patato.jpg

File name of the file when deleting permanently: $RXIN2CA.jpg

I never noticed this before because I never delete files into the Recycle Bin. Bad habit.

Probably the files moved to Recycle Bin are renamed to some generic 8.3 name instead of the original name. So when you try to delete them from Recycle Bin you see that name instead of the original name. Also the $ in front usually means a deleted or modified file not yet saved to disk. If you enable to show hidden files and you open a document in Word, make some change but not save it yet, you can see a $ in front of it. When you save it the $ is removed and you see the final file name.

This bug sure is getting a lot of mileage for some reason. It's just a simple bug from the June update; not a big deal.

When you delete a file to the bin, the file gets a name starting with $R (R for resource), and the metadata gets a file name starting with $I (I for info). The info file has the original name, path, etc, so the file data can be stored separately from the metadata, and the metadata can be used for restoring.

You normally don't see this info, but with this bug, you do.

~ and $ are typically in the filenames of temporary/backup files used by some Applications.

In this case it is probably the extra/metadata added to enable the restoration of the deleted file to the original location as indicated in post #6.
I've not seen it at all.

Just ignore them. As long as you can restore the deleted files any time without side effects, I wouldn't worry.
