You may notice that on the Microsoft Update Catalog page, there are six updates listed for 23H2 today. There are 2 Setup Dynamic Update packages, 2 Safe OS Dynamic Update packages, and 2 Cumulative Update Preview packages. In each case, you will note that one update replaces the other update of the same type. Why they posted both of them is beyond me, but here the packages you would want to download:
