Solved Fresh Macrium rescue USB but W11 22H2 PC won't boot from it

I keep getting Choose your keyboard layout. I've never had trouble with MR rescue in well over twenty uses. Now I use my PC's boot order selecter, choose my USB, and after a bit, I get this blue screen with Choose your keyboard layout. It's supposed to boot into MR, so that I can do a restore, but that is somehow failing. Sometimes it just ignores my boot order choice and boots directly into W11.


Need help on this. (Oh, I set the UEFI to disable secure boot, but I can't access boot mode, to try legacy boot.)

Been some time since I last did this, so I'm probably forgetting something.

I get this blue screen with Choose your keyboard layout
A regular macrium user should be able to confirm, but I suspect the macrium shell should launch.

just had a look at winpeshl.ini

Made three rescue disks and tried them all. Use the Boot selector key (F12) for my Lenovo TC, choose The UEFI USB it offers, but it goes right into the regular W11 boot process and right to my desktop. Or it jumps to the blue Choose keyboard screen, then a screen that offers to boot from USB, but it doesn't. The USB is present in File Explorer and I've reset the boot order in the BIOS to USB, but no luck with getting into the MR rescue environment.

In the Rescue Media Builder, do you choose Win RE 11? Advanced Options gives you that by default IIR. The Device & Drivers tab lets you scan for helpful drivers that will be added to the USB.
Making changes in the UEFI should not be necessary in my experience. When booting, press Enter or whatever you do to get the list of boot choices. That what I do on my Lenovo laptop.
I've never had problem with Macrium boot USB, so I'm just guessing here.

If Windows Recovery Environment asking for keyboard layout it could be because of missing or corrupted BCD store file, repairing BCD store should resolve the problem.

In this video, i will guide you on how to Rebuild the Boot Configuration Data (BCD) to fix some Windows startup issues.

Try these steps:

1) Plug in the UFD (USB Flash Disk) that you will turn into a Macrium Reflect recovery disk.
2) Run diskpart
3) Once diskpart has started, run this command:

list disk

Make note of the disk number for the UFD. It should be fairly obvious from the size of the disk. Use that disk ID number in place of the "x" in the following commands.

4) Run these commands:

select disk x
clean (note: If running clean causes an error to be displayed, just run the command a second time).
convert mbr create partition primary (if your UFD is larger than 32 GB, then run this instead: create partition primary size=32000)
format fs=fat32 quick label="REFLECT" assign exit

5) Now, try to create the recovery disk again. Hopefully you will have better results this time.

I used WinPE (offered in Reflect media builder), to create the stick.
I have Secure Boot on.

I use the Boot Menu, and choose the UEFI option.


I made my stick on Win 10, and it works for both 10 and 11.

Disabling secure boot is not necessary, in UEFI mode the MR rescue usb should boot with it still turned on. Not all PCs can boot in Legacy mode these days, but if yours can and you want to try it, make sure you tick the box for 'Enable Multi Boot (MBR/UEFI)' when building the USB.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

UPDATE: Booting from the MR rescue disk is no longer the issue.

I added a new M.2 to the box yesterday. Activated and clean. Recognized in Disk Mangt and File Expl. Now I have Disks 0, 1, 2, 3. Disk 0 has the current C: (OS)and D: (Programs). Disk 1 is backup storage only. Disk 2 is the new M.2, empty and waiting to be used. Disk 3 is backup storage only, and contains a full copy of the contents of Disk 1, so I can take Disk 1 offline.

Now since I was having trouble getting my MR rescue disks (3 of them) to work, and since I have a working System disk (0) and working Windows, I ran MR from within Windows and "restored" all of Disk 0 to Disk 2 from an image I made last night. Successful restore. Used Settings, System, Restore ... to get into BIOS. Reset Secure Boot (which I had disabled previously), then reset the Startup order so that the new M.2 (with System and Programs now on it, labelled drives I: and J:) was first in boot order (has Windows boot manager beneath it in the list, as does Disk 0, where my current system is. Saved and exited.

Boot into W11 failed. Got a blue screen that said We will restart for you. Then after new attempt, it went into Diagnosing and the next boot attempt failed. Went back into UEFI, reset boot order so that Disk 0 was first, and booted into Windows successfully.

I don't know what I did differently that turned out to be successful on my other machine when I added new M.2 disks, but I was able to boot into Windows on the new M.2 and set Disk 0 to offline, and later I disconnected both Disk 0 and Disk 1, and removed them. Dsk Mgt made the former Disk 2 Disk 0, and the former Disk 3 Disk 1. That machine is running happily on two M.2 disks now, which is the goal for this machine I'm dealing with. Disk 2 is fully loaded and ready to be Disk 0, but I haven't been able to get into it as the new OS.

Would it be possible (and would it HELP?) for me to rename I: and J: to C: and D: (after renaming the current C: and D: to, say, X: and Y:?

Sorry this is so long. I'm just trying to cover all of my bases.

Post script and update: The problem with the rescue USB's I was making was apparently that they were all formatted as NTFS, and once they were re-formatted to FAT32, everything purred. I don't know why MR would put a rescue file set on an NTFS USB, but it apparently did, and my PC wouldn't accept those USB sticks as bootable. All three work beautifully now. Just an old man's thoughtless blunder involved.

The MiniTool site sent me to the formatting function with this paragraph:

When Windows can't boot from USB, you need to make sure your bootable USB drive is formatted in the FAT32 file system if your computer supports UEFI and you are attempting to install Windows in UEFI mode. That is, you cannot use a USB drive with the NTFS file system to boot and install Windows in UEFI mode.

Whether or not that is the answer, it worked for me in this case. Non-working rescue disks became working rescue disks.

The problem with the rescue USB's I was making was apparently that they were all formatted as NTFS, and once they were re-formatted to FAT32, everything purred. I don't know why MR would put a rescue file set on an NTFS USB, but it apparently did....
Reflect can save an image to almost any format of usb, so NTFS would be no problem. If it detects a Fat32 destination drive it will automatically split the image up into 4GB sections. To make a bootable rescue drive an NTFS usb will only be able to boot in MBR mode, for UEFI/MBR multi boot Fat32 is required.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Not quite. Some bios can boot ntfs usb stick in efi mode.

Many can't so it is more sensible to use fat32.

if you have it the wrong way round could convert with aomei ntfs>fat32 converter or vice versa. I have done it a few times.

Run diskpart. Within diskpart, run these commands (I assume in this example that the UFD is disk 2):

list disk (to allow me to see the disk ID of the UFD)
select disk 2
clean
convert mbr
create partition primary
format fs=fat32 quick
assign
exit

Then I create the Reflect recovery disk, pointing it to that UFD that I just prepped.

Works every single time on every system I have ever tried it on.

That's a good question and I could have explained the reasoning better, but I was trying to be brief :-). I do that for a very specific reason. I have run into the issue multiple times where I had a thumb drive with GPT partitioning rather than MBR which fails to boot properly on some systems, even after reformatting.

With diskpart, I am forcing it back to good ol' MBR and that has "fixed" disks that simply refused to work any other way for me.

I'll be the first to admit that most people probably never configure a thumb drive as GPT, but I have no way of knowing what another person may or may not have done.

Put simply, that method works for me every single time so I thought it might be worth a shot.
