UK towns have bypassed this now and many have removed all such signs, flashing lights etc. by the simple expediency of just making the speed limit 20 mph permanent instead of 30 mph in areas near schools.

However the council safety Nazis have made large sections of built up roads not even near schools 20 mph limits as well WITH no evidence that road safety has ACTUALLY improved. Worse there was no public consultation.

Wales recently made virtually all built up areas 20 mph but the public backlash was so great the councillors all realised they would get voted out at next election and have had to backtrack reinstating 30 mph zones except in critical areas e.g. schools, hospitals etc.

The really stupid part is forcing cars in towns to drive at 20 mph rather than 30 mph is that emissions actually increase as on many cars you may have to drive in a lower gear to drive at 20 mph rather than 30 mph (e.g. 2nd rather than 3rd gear). So they introduce low emissions zones and then introduce speed limits that counter the point of low emission zones.
