Yes it is. Even anhydrous ethanol is a solution of ethanol in ethanol. However, it is virtually impossible to keep anhydrous ethanol free of water, so you end up with a solution of water in ethanol or ethanol in water whichever you prefer.
In any case, the inclusion of a picture of a glass of beer might have given you a clue that we are talking about alcohol dissolved in water.
