I contacted Macrium asking them to add the 2023 option to building WinRE rescue media like you can with WinPE.

What I asked:

I would like to see the option to use 2023 cert added to the Macrium rescue builder for WinRE wim as right now it is only available if you build WinPE rescue media.

What I am having to do now is copy the file from WIndows after I build so I have the 2023 cert as Macrium is building with 2011.

Their reply:

We are aware of a compatibility issue relating to the May 2024 Windows Secure Boot update, where the CA 2011 certificate is revoked and CA 2023 is enforced. This can prevent Rescue Media created by Macrium Reflect X from booting correctly unless the BCD is manually corrected.

For now, your workaround is the correct approach. The equivalent steps we recommend are:

copy X:\EFI\MICROSOFT\BOOT\BCD X:\EFI\MICROSOFT\BOOT\BCD.BAK
bcdboot c:\windows /f UEFI /s X: /bootex
copy X:\EFI\MICROSOFT\BOOT\BCD.BAK X:\EFI\MICROSOFT\BOOT\BCD

Regarding your suggestion to incorporate this functionality into Rescue Media Builder, you are also welcome to submit this through our Product Portal:

So it looks like for now they have no plans to address this and if we want to get it added have to suggest in the productboard
Hasleo has already added this functionality to WinRE and WinPE rescue media.

I've had a paid copy since it's been available. I will also request them to add the 2023 certs to their build process.

We are aware of a compatibility issue relating to the May 2024 Windows Secure Boot update, where the CA 2011 certificate is revoked and CA 2023 is enforced. This can prevent Rescue Media created by Macrium Reflect X from booting correctly unless the BCD is manually corrected.

For now, your workaround is the correct approach. The equivalent steps we recommend are:

copy X:\EFI\MICROSOFT\BOOT\BCD X:\EFI\MICROSOFT\BOOT\BCD.BAK
bcdboot c:\windows /f UEFI /s X: /bootex
copy X:\EFI\MICROSOFT\BOOT\BCD.BAK X:\EFI\MICROSOFT\BOOT\BCD

My update script does that.

I have no idea why they can't incorporate this into their product since bcdboot copies all of the correct files. It's preferable that you call bcdboot instead of keeping your own list of files, in case Windows changes them. bcdboot will always know which files are required.

The downside is bcdboot will clobber the existing BCD file, so you need to take steps to preserve the original version of it. Unfortunately there isn't a bcdboot argument for "copy, but don't touch BCD".
