Global HotKeys for particular software interfered with by other programs

I have a few custom hotkeys for Foobar media player that do not function when certain other programs windows (such as task manager & HWMonitor) are maximized. I never had this issue in Windows 7 with the same custom Foobar installation. It seems that all of the other software interfering with my hotkeys have UAC icons in their thumbnails. I am able to get around this by running Foobar as an admin, but that causes a different issue in Foobar that has no work around, so I would like to preferably have all my programs run at the same permission level so Foobar behaves as it did in my Windows 7 setup.

Any ideas? The permissions stuff is pretty confusing to me & I'm worried about causing a mess of my system. I've thought about running tweaking software to reset all permissions & see if it fixes the issue. I did mess around with folder permissions (program files specifically) trying to get rid of the nagging UAC prompts when the system was new.

Welcome to the forum.
Only suggestion I have is to change your foobar hotkeys to something else to eliminate the conflict or, if you feel UAC is the culprit, disable UAC which is not recommended. Your issue could also be because you "messed around with folder permissions" to get rid of UAC prompts.

UAC is definitely the culprit, and I wouldn't even experiment with disabling it. It's easier simply to ensure that elevated programs don't have the keyboard focus when you want to use system-wide hotkeys that you've taken over. Autohotkey has a FAQ on it here:

The rationale for the Windows behavior is suggested by, "Hotkeys are also blocked, so for instance, a non-elevated program cannot spy on input intended for an elevated program." The FAQ also gives a number of workarounds, none of them very appealing.

P.S. I just want the URL to appear verbatim, so I removed the "unfurl" option from the link, but the forum software still insists on replacing the URL between the tags with the page title. Is there any way to defeat this?

I actually have UAC on its lowest setting already & the issues persists. The programs that cause the issue & have the UAC icon seem to be automatically running as admin, yet in the properties > compatibility tab, "run as admin" is unselected.

I managed to globally remap some unused media buttons on my keyboard to replace the hotkeys that weren't working so I'm semi-satisfied with this solution. I'm just confused why half of my programs are running as admin with the UAC icon & others aren't & how to change them. I was thinking of running software that resets all permissions, but now I'm reading another persons thread on here where doing that caused system catastrophe. Maybe I'll refrain.
