I see that you've been checking other forums about this.

Is CSM disabled?

If your Rtx 4060 Asus dual has a dual BIOS switch, try the other position.

Have you tried clearing the CMOS?

(Some of this is from a Copilot search. There are entries there about problems with the RTX 4060 and the Z390i, but some point back to your posts.)

I'm not optimistic that any of these will help. The closest I've ever come to it was having to clear the CMOS when swapping in a new GPU. But in that case, I didn't get a display at all.

Good luck.

If you've installed the latest BIOS for the MB, then I believe you're stuck with it.

I'd refer you to Asus support, but I'd be surprised if their outsourced support had that covered in their scripts. I once saw an Asus customer response that claimed that support told him that the issue was due to using a non-Asus RTX 4060, but they can't pull that on you.

An unrelated, and not the least helpful, question: why are you using a mini ITX motherboard in a full-sized system? Just curious. I hope that availability isn't that poor in Israel.

If you wished to keep your DDR4 RAM and were willing to update the CPU as well as the motherboard, you could go LGA1700 (Gen12, 13, or 14 Intel CPU. Like an I7-14700k.) I imagine you know that better than I do.

If you've installed the latest BIOS for the MB, then I believe you're stuck with it.
That doesn't sound like motherboard firmware/ bios, but like firmware / bios of the graphics card! If the graphivs card can't be initialized correctly, there's no video device for the system at boot. Afterwards the windows driver 'takes over', but basic steps of initializing the card might be missing.

Firmware / bios of the graphics card normally has two parts, UEFI and legacy bios. With Windows UEFI secure boot enabled the UEFI firmware of the graphics card would be needed.

There can be different reasons for the UEFI firmware of the graphivs card not working, might be the firmeware self, might be the certificate for third party firmware in bios. is this a new error? Did you update mainboard certificates?

You might try to disable secure boot and enable CMS (with legacy option rom checked for graphics) and see if this changes anything.

You might try another graphics card known good for Windows secure boot.

(For earlier models og Nvidia and AMD graphivs card there were unofficial tools to update the firmware, but I don'r know if these tools still exist for something as new as a 4070...)

No AI formulations, never searched this in AI and english isn't even my native language.
It reminded me of the broad-ranging stuff I get when I try a Copilot search.

I'm also skeptical that an RTX 4060 would have an outdated VBIOS.

It reminded me of the broad-ranging stuff I get when I try a Copilot search.
Can't help you here, don't use AI too often, and never tried copilot.

I'm also skeptical that an RTX 4060 would have an outdated VBIOS.
Didn't write the firmware of the card being outdated, just that the mainboard doesn't recognize the cards firmware and this isn't necessarily the mainboards fault.

Copilot claims that Copilot uses OpenAI, plus other models.

I use it when I need to start a search that I think is too complex for a simple keyword search. But it's risky: outright false responses are common. (No, I found no errors in your response, and I don't mean to imply that.)

GPU firmware issues are something I don't pretend to understand.

I regard nVidia-based GPUs as mostly interchangeable, but that may not be close to being true.
