Hard drive partion size

I have a 500gb HD that I want to partition. It's about 1/2 full. W11pro DMgmt. says I can shrink vol by 59Gb, which means I'll have 59Gb for a new volume. Why can't I use more than 59Gb?

Files are not contiguous on drive and disk management is pretty crap at shrinking volumes even if defragged as there are files that defragging will not move.

Use minitool partition wizard free to shrink drive - it can take a while though on older hard drives. Much quicker than defragging.

Windows is limited in its partitioning ability. Using a 3rd party tool like Minitool solves most issues. It's a powerful tool so read it's documentation carefully. I shall image 1st. I don't see move/resize anywhere . Is it because bitlocker is on? Oh duh...yeah the instructions actually say that. What?! read the manual...never!
