The links are still available on the Microsoft Update Catalog, but attempting to download either the x64 or ARM64 version yields an error:

I couldn't find any reason for it having been pulled on either Microsoft's article for KB5016773 or elsewhere on the web. If anyone stumbles on any info regarding this I'd love to hear what you find.
