Microsoft even gave me the update and it will not install. I'm not in any insider or beta program so waiting is not a option. Also it was making my cpu sit at 100% till I went to Services and turned on app readiness but still wont install but stopped my cpu from sitting at 100%.

Hi, welcome

The update isn’t an insider update its a preview to the released update on October 8th

They are basically beta releases that will be rolled into the following regular Patch Tuesday updates. They are mainly optional updates and not forced upon you.

That is not true I found my computer to be running at 100% checked the source out in task manager seen it was the updater and it had failed to install without me asking it to install.Even after I rebooted it tried to install again I cancelled it. A few minutes later it tried to install again and again. So it's not optional.

Well, I don't know what you did because it is an OPTIONAL update. (See image)
I am guessing you tried to download, it failed, now windows thinks you want it.

You could try resetting Windows Update? Tutorial linked below.

Win-1362.png

I rebooted it tried to install again I cancelled it

I don't know how you managed to cancel an update that has already started.

checked the source out in task manager

Checked what source in task manager???

Even after I rebooted it tried to install again

That's because you already started the install. You can't easily cancel an update that has already started to download. Reboot included.

Method : Install each MSU file individually, in order
Download and install each MSU file individually either using DISM or Windows Update Standalone Installer in the following order:

That's because you already started the install. You can't easily cancel an update that has already started to download. Reboot included.

All you have to do is click the pause updates button and the download will stop. Then click the resume updates button. The system will look for updates like normal. In this case, simply leave the optional update alone and you're good to go.
