That does not look like a WinRAR extraction error, it looks more like a Windows/File Explorer extraction error.
Finish the extraction and then try using WinRAR to extract the archive.
Chances are though, that the archive is damaged in some way, in which case you may not be able to recover the data in that archive.
Or it's just Windows being Windows ... lol

What is the content of the file? Where are you starting the extraction from? If it's a protected folder you'd get that. Move Rar to desktop and try there. If already on desktop, 7Zip is the answer

This error happens when you try to extract *.rar archive with windows.
I'm having same issue when extracting an archive that is split into multiple rar parts.
Didn't test for single rar file.
