22458.1000 is a very early Development release,

The Beta versions should be more complete 220000.xxx latest 194 the Beta has now branched off from the Dev path, and although the Dev is a later issue reference, the builds are a lot less developed than the beta, and are nowhere near ready for daily use - it may be that it will be this time 2022 that the current Dev branch branches into it's own beta stage

That is exactly your issue. 17 BT devices connected at the same time. The interference from all those devices is quite a lot. Even half of that is a lot of BT devices connected at the same time. And if we include WiFi signals too, then we have a huge radio frequency soup that barely works.

Just did a quick check around the net and although the information on the max number of Bluetooth devices possible is contradictory, the bluetooth consortium figure is a max of Seven devices on a single internal BT Radio. you may get away with more but there is no guarantee that they will work

And both of these are clearly supported by the OPs admission that after removing some, he can connect his headphones.....

Speaking of BT devices, though, I had a nasty issue with Windows 10 and my XBox Elite 2 Wireless controller that it would randomly disconnect, even sometimes in the middle of a friggin game, and the only way to get it to connect again was to remove it completely from the paired list, reboot the machine, then repair via BT.

Windows 11 == far less instances of disconnects, and when it has, a simple remove and re-pair works - literally less than a minute to fix, no reboot required.

Not 100% sure if it is Win11, specifically, or the newer drivers from Intel getting better.
