Solved I should know this- Can ALL Windows security Be disabled temporarily?

I know this is a newbie question I should know the answer to, but is there a way to temporarily turn off ALL windows security? I don't mean disable defender or firewall, etc. I mean ALL of it.. I'm trying to install an old app for someone else which she's used for years. I was able to install it in my Windows 10 just fine, but in 11 on her machine and mine, I can't get past Windows Security. It scans clean with MWB. Only message I get is unsecure app detected. I've tried safe boot, disconnecting internet, toggling all I can off in Windows Security panel. I have a feeling it has to do with Smart App Control which so far I have not turned off since I clean installed 11.

I understand once I turn SAC off I can't turn it back on. So this brings up the question. If any of you have clean installs or new systems, do you run with Smart App Control on? Or if you don't, what are your thoughts on it if it was enabled on your system? To my way of thinking that may be a level of control I DO NOT want from MS. I give MS a lot of lee-way without getting too bent out of shape, but, come on, when is enough...enough with MS hard-coded dictates.

Have you disabled PUA protection in Windows Security and Edge?

Edit: Oh, I missed that you have SAC turned on. This likely is the problem. Turn it off and try again.

I had SAC enabled because it gives you a level of protection with elements of Windows Application Control, ISG, MS's Recommended Block Rules, etc., but I turned it off because I couldn't update Samsung Smart Switch for backing up my phone.

Dumb App Control was designed for dumb users, I do not think you fall into that category.
Defender, Firewall and SmartScreen can be disabled temporarily, so you are good to go.

It is literally the first thing I disable, since it even prevents installation of DX9 and VisualC++, made by MS.

Unless I missed something, I toggled off everything in Windows Security I could except SAC which is now in evaluation mode on her system and mine. I hesitated turning it off, since it says it can't be turned back on, and I know so little about what to expect from it going forward. IMO having potentially unwanted app blocking should be sufficient for anyone. At least we can control it. Also to my way of thinking, having SAC enabled basically puts a Home or PRO user in S mode.

Thank you, I've tried not to be, but I'm beginning to think that depends on the day.

Is the file unblocked?

Right-click on the file > properties >unblock >apply

Well darn, @oldschool that blows my theory out of the water.
@KevTech no the exe was not blocked.

I'm turning the damn thing off as @TairikuOkami suggested and getting on with my life. I put it on my list to do the same for any system I do a clean install on in the future. It irks me to no end when I don't understand what to expect from new features.
