If I install the Dev channel build will it remain an inactivated version of Win 11? If my Win 10 Pro key has already been used to activate Win 10 Pro can I not activate Win 11 with that key? What functionality do you lose in Win 11 being inactivated?

A number of users have reported that they had an activated Windows 10 with a Microsoft online activation and when they installed the official Dev/Beta of W11 it auto activated without affecting Windows 10.

The other way you could do it if your on the official beta program is not worry about activation, you should not notice anything missing and the updates are coming quicker than the usual trial period of MS software so you should not have an issue

I clean installed 11 using the 22000.51 ISO from uupdump.net. During that, I logged into my Microsoft account. The machine had a digital license on Microsoft's servers, and it automatically activated online.

I can't speak to whether an activated beta will be updated to the release version when the time comes. If I had to bet, I'd say yes.

Which build W11? I'm unsure which one to download. I would like to clean install Win 11 on a new M.2 drive and try to activate it with my Win 10 Pro key using only local accounts....

If the computer already has digital license for Windows 10 Pro, you won't need the product key to activate it, even with only a local account.

Probably 22000.160 from uupdump.net.
There's also .132 that MS has made available in a direct ISO download. That might be the best rout for now and when it's installed get the update to .160. I plan on using the ISO from MS as my base and just get the updates after I finish installing the base(.132) assuming I have to. But getting and using the ISO from UUPDump is just fine.

If you have a w10 digital licence, it will activate. One thing to bear in mind with Dev Channel, you have to move to Beta or RP before the official version is released.

This is because it is very likely, you will get a Dev Channel update that takes you beyond the release version number before the official version is released.

This is what happens witb W10 before official releases i.e. the Dev channel is ALWAYS ahead of release version.

This does not happen with Beta or RP version, so you can leave the Programme when they coincide with official version.

In simple terms, you can never leave the Dev Channel without switching to Beta or RP in plenty of time before release.

I see that the Beta is recommended for most users so I will go with that. Will a Beta installation transition to full release without needing reinstallation?

Currently Windows 11 is only in the Dev and Beta channels. The Release Preview channel is for Windows 10, version 21H2, which will be the next feature update for Windows 10.

fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Will I have to initialize a new disk in Windows before clean installing Win 11 to it or can the new disk be initialized/formatted during the Windows 11 install?

Can I enter my Win 10 Pro key during the Windows 11 installation or should I enter it after the installation? Brink suggests clicking "I don't have a product key" as Windows 11 is not officially released yet.
