When I first turn on any of my Windows 11 PCs, they show the lock screen.
However, if I click on the Power icon then click 'Shut down', I get a dialogue stating:
Why does this appear, even though no one is logged in?

If you shut down now, you and any other people using this PC could lose unsaved work.
Why does this appear, even though no one is logged in?
