I can scroll down to the bottom but the window is still incomplete.It looks like it has a scroll bar on the right side so you can scroll down to the bottom of the window.

Ok, using that info I was able to get to the version option screen. I selected Pro and then I get the incomplete agreement window.Try clicking on the window to make it active and try keep pressing tab then enter
Changing the resolution is worth a try.
Actually no, the window isn't cut off. If you look carefully you can see that the text box for the licence is actually too large, spilling off the bottom of the window and covering the Accept button. The corners of the window can clearly be seen to either side of it.You can see the bottom of the window is cut off.

A heartfelt thank you to everyone who offered advice and guidance!The key sequence to get you out of that window should be TAB - TAB - TAB - SPACE - ENTER
However, the full screen is showing on my computer.
I was successful before getting to this, but I'm inclined to agree with Bree. I was scaled up to 125% as I run 1440p.I agree with Bree. Did you change system font size?
I rescaled my system to 100% and re-ran the installer and everything looked fine. Thank you!Have you tweaked your system fonts, perhaps making them larger? If so, undo the tweaks.
One point suggesting you have tweaked the system is that your window has rounded corners, not a standard feature in Win10.
