Macrium Reflect shows Partition 3 nearly bursting, and shows it in red to make sure I see it. Disk Management says Partition 3 is absolutely empty, with 618 MB of 618 MB free. Can someone tell me what's going on here?

That's the Recovery partition. It's... overflowing.
You can resize it a bit or just ignore it.

This is one of the main reasons people use 3rd party partition software. It doesn't over-react like Macrium, and it isn't almost useless, like Disk Management.

Just use Minitool Partition Wizard (free) to shrink (from left to right), partition 4 by 382 MB.
Then add that 382 MB to partition 3.

This is quite normal. The recovery partition is static and if the allocated space is big enough, it will hold the recovery information but if within 10% of size, windows flags it as nearly full.

Since data is static, nothing else gets added until next major build update. At that point if there is not enough space to fit all data, Windows slightly shrinks the C drive and creates a new recovery partition. So you end up with two partitions, and you can delete old one.

So just ignore it. Windows will sort it out in due course. You could mess around increasing size but not much point really other than possibly avoiding getting two partitions which is easily sorted later.

Or, since you use backup software, you can just get rid of the Recovery partition, like I did on Win 10 and Win 11.

Macrium Reflect can create WindowsRE or WindowsPE recovery media.
Normally you'd get a list with both options, if you still have the Recovery partition.
If you don't, you just get the PE option.

Thank you both. Since I've got an enormous surplus of space**, I just proceeded with MTPW and shifted a single GB to the partition that holds Recovery. All's well now.

You should probably make a fresh backup.
It's never fun when you make a change, then for some reason have to restore from a backup, and lose the changes you made. I've done that quite a few times. :-)
