In the newest Windows-11 beta version (Moment-2, I think) MS announced the availability of the new Bing. Is it available with local account?

Nope.
You have to be signed in with your MS Account..., you'll have access after you've been accepted from the waiting list.

I haven't read them yet, but I've noticed some articles (in the news widget) that Microsoft has removed (or will remove) the wait list... but yes, you need to be logged into a Microsoft Account to use it.

You do need a Microsoft account to use Bing AI, but you don't necessarily have to sign in to your PC with the MS account. You should be able to use a local account on the PC and just sign in to Edge with your MS account, as I already do to take part in Microsoft Rewards.

Edit: Yes, it works. I've just tested it, I can use Bing AI in Edge while still keeping a local account for the PC.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

I have today got access to Bing chat. One needs Edge browser, Firefox still talks about wait list.

On Edge you have to be logged in, but you do not have to be logged in in Windows with MS account.
