OOBE first checks for Zero Day Patch (ZDP) updates, which are normally OOBE-only updates. OOBE updates are always dynamic, and never appear in the Microsoft Update Catalog (can't be integrated). I imagine ZDP fixes are mostly for Autopilot bugs, and not really to fix MS or Local account issues.
After you've created a new account, then you're forced to sit through quality updates. Obviously if they forced updates BEFORE choosing the primary user, nobody would have the patience for it.
Here's the workflow:
OOBE
1. You begin at the StartSelector node (middle right margin).
2. Work your way to OobeZdp (OOBE update).
3. Follow the line to OobeLocal (Create Local account), and down until OobeUpdateSettings (quality update) near the end.
