Beta Channel Build 22622.730 Not Found For All users​

Hello Windows Insiders,

Many of you are aware of this issue as you've possibly hit this on one of your own devices. Creating this thread to clarify the issue and provide updates as we work to root cause and bypass. Here are the details:

What: Some users in the Beta Channel are not being offered the 22632.730 build for download to their device running WIP preview builds.
Who: Users configured to the Beta Channel and have build 22622.601 currently installed
When: This issue began on Thursday, 9/29 when we released the 22623.730/22621.730 builds externally to the Beta Channel
Why: The root cause is not yet known.

Next steps: Thanks to your feedback submissions we have a variety of update logs to review, each of which have been extremely helpful in focusing our investigation into this issue. We've also captured more verbose trace logs on an internal device that has provided valuable insights and is guiding our efforts.

We know this is frustrating for affected users, we have internal employees hitting it too! Data has helped us eliminate some potential culprits and allowed us to focus more deeply on others. While we don't have specific details to share currently, please know we're actively investigating and the size of the crew working to help resolve this issue is significant. We all want you to get the build too!

Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 22621.730 and Build 22623.730 (KB5017385) to the Beta Channel.
  • Build 22623.730 = New features rolling out.
  • Build 22621.730 = New features off by default.

KB5018863 Enablement Package for Windows 11 22H2 build 22623.xxx


Insiders who were previously on Build 22622 will automatically get moved to Build 22623 via an enablement package. The enablement package artificially increments the build number for the update with new features getting rolled out and turned on to make it easier to differentiate from devices with the update with features off by default. This approach is being used for the Beta Channel only and is not indicative of any changes or plans for final feature rollouts.

As a reminder, Insiders who landed in the group with new features turned off by default (Build 22621.xxxx) can check for updates and choose to install the update that will have features rolling out (Build 22623.xxx).

What’s new in Build 22623.730​

Tablet-optimized taskbar​

We’re re-introducing the touch-optimized taskbar that’s designed to make you feel more confident and comfortable using your device as a tablet. Your taskbar will automatically transition to this optimized version when you disconnect or fold back the keyboard on your 2-in-1 device. This feature only works on devices that can be used as tablets. It does not work on laptops or desktop PCs.

As a reminder, there are two states of this taskbar: collapsed and expanded. In the collapsed state, the taskbar gets out your way, gives you more screen space, and prevents you from accidentally invoking the taskbar when you’re holding your tablet. In the expanded state, the taskbar is optimized to be easier to use with touch. You can easily switch between the two states by swiping up and down on the bottom of your device.

System Tray Updates​

This update introduces updates to the System Tray that affect all device types — not just 2-in-1 devices. With this change, users will see a rounded focus and hover treatment on all icons in the lower right due to the continued modernization of this experience.

You may also notice that it is not possible to drag and drop or rearrange your system tray icons with this change. We heard your feedback on this change earlier this year and are working to address this in a future Insider Preview build.

Changes and Improvements in Build 22623.730​

[File Explorer]​

  • Home now searches more recently opened Microsoft 365 cloud files for users who are signed with their Microsoft account or have their Microsoft account connected to the profile via Settings. Home search now shows recent file activity for cloud files when in details view. Microsoft 365 cloud files can now be searched using additional file properties such as file location, extension, and activity.
  • File Explorer search will now show results as you type. The full search results page will update live without needing to press enter.

Fixes in Build 22623.730​

[System Tray Updates]​

NOTE: These fixes will only show if tablet-optimized taskbar with System Tray updates is enabled on your device. Please see above for details on the tablet-optimized taskbar and System Tray updates, which is beginning to roll out to Windows Insiders and not yet available for everyone.
  • The taskbar should no longer flash because of changes in the system tray in non-tablet-optimized scenarios.
  • Fixed an issue that was causing parts of the taskbar or its icons like search to get stuck in the wrong theme’s colors when switching between light and dark themes.
  • Date and time should no longer get stuck cutting off on the side of the screen from system tray changes.

[Start menu]​

  • Fixed an issue which was causing Start menu crashes for some Insiders.
  • Fixed an issue where the Start menu recommended section might unexpectedly show one column instead of two.
  • If you change the app associated with a particular file type, the icon for any of those file type displayed should now update in the recommended section.

Fixes for BOTH Build 22621.730 & Build 22623.730​

  • We fixed an issue that affects some processors. This issue occurs when you turn on Hyper-V and kernel Direct Memory Access (DMA) protections.
  • We fixed an issue that affects the Microsoft Japanese input method editor (IME). Text reconversion fails when you use some third-party virtual desktops.
  • We fixed an issue that might cause an application to stop responding. This might occur when the input queue overflows.
  • We fixed an issue that stops you from signing in to various Microsoft Office 365 apps. This affects Outlook, Word, Teams, and so on.
  • We fixed an issue that affects graphics drivers that use d3d9on12.dll.
  • We fixed issues that cause updates to the Microsoft Store to fail.
  • We fixed an issue that affects the LanmanWorkstation service. It leaks memory when you mount a network drive.
  • We fixed an issue that affects the Miracast UI. Sometimes it closes too soon when you cast to devices that use the DeviceObjectType:Aep.
  • We fixed an issue that affects Task Manager. It stops working when you switch between light and dark mode or change the accent color.
  • We fixed an issue that affects the font of three Chinese characters. When you format these characters as bold, the width size is wrong.
  • We fixed an issue that affects input method editors (IME) from Microsoft and third parties. They stop working when you close the IME window. This occurs if the IME uses Windows Text Services Framework (TSF) 1.0.
  • We fixed an issue that affects Microsoft Edge IE mode. It stops you from opening webpages. This occurs when you enable Windows Defender Application Guard (WDAG) and you do not configure Network Isolation policies.
  • We fixed an issue that affects Microsoft Edge when it is in IE Mode. The titles of pop-up windows and tabs are wrong.
  • We fixed an issue that stops the credential UI from displaying in IE mode.
  • We fixed an issue that affects certificate mapping. When it fails, lsass.exe might stop working in schannel.dll.

Known issues​

[General]​

  • We’re looking into reports that audio stopped working for some Insiders in recent Beta Channel builds.

[Tablet-optimized taskbar]​

  • The taskbar sometimes flashes when transitioning between desktop posture and tablet posture.
  • The taskbar takes longer than expected to transition to the touch-optimized version when switching between desktop posture and tablet posture.
  • Using the left or right edge gestures can result in the Widgets or Notification Center (respectively) to overlap with or look truncated by the taskbar.
  • When using the bottom right edge gesture to see Quick Settings, the taskbar sometimes stays stuck in the expanded state, instead of dismissing to collapsed state.
  • When there are no running windows on the desktop, the taskbar can sometimes collapse, when it should be expanded.

Try the new Outlook for Windows​

Windows Insiders who are also Office Insiders can try out the new Outlook for Windows. Office Insiders running Beta Channel or Current Channel (Preview) will see a “Try the New Outlook” toggle located in the upper-right corner of your classic Outlook for Windows. Just toggle this on and follow the onscreen instructions. In the coming weeks, this experience will also be made available for Windows Insiders in a similar toggle within the Windows Mail app.

Since kicking off the early preview back in May, the Outlook team has been hard at work address feedback. The new Outlook for Windows includes a lot of new updates to try – including support for Microsoft accounts.

The Beta Channel will be the place we preview experiences that are closer to what we will ship to our general customers. Well so far looks good installing it with the ISO since I can't get with WU. Running SFC and DISM scans at the moment.

Okay on my desktop I had to reboot it twice and once it came up the third time it behaved normally.

Here is a weird one. I was on release preview 22621.607. Changed my insider to beta, it went to update to beta 22621.601, which of course didn't do anything, then I checked for updates, and it updated me to 22623.730. I would have thought it would have updated me to 22621.730. So just the opposite, but incorrect, behavior as you experienced.

The 22H2 release/insider is such a confusing mess., including the fact that it is not understood how to get from insider (non-dev) to release.. At one point you could count on how to get from release preview or beta to release, but this was all changed with not enough information being provided to us. On top of that, things that Microsoft did provide information on, like installation expectations discussed here, just not working as Microsoft said they would.

We should get something reasonable in return for being Microsoft guinea-pigs like better insider documentation on implications of channels and listening to feedback. I think after this I may opt out of insider permanently.

Arrgh, course now it's downloading on WU along with a NET Framework update after I installed it with the ISO. And WU is installing my old intel driver over the new driver again so have to reinstall that driver.

I have just had had an interesting experience.

Up until the first trial of the Tablet Optimised Taskbar I had only been running Insider builds as VMs. But as I had a 2-in-1 device (albeit unsupported for 11) I was keen to try out this new taskbar. I took a copy of the .vhdx from my Beta VM, then set it to native boot on the laptop (specs are 'System Four' in the 'Other Info' section of 'My Computers' below).

When the Tablet Optimised Taskbar was removed in a later build I I continued to keep Beta 22H2 on this laptop (as well as in the VM), both getting each new feature update as it was released. When the 22621/22622 A/B testing started the VM was in the 22622 group while the laptop stayed with 22621. With the release of RTM 22621 I did an in-place upgrade with the RTM ISO intending to keep the laptop on RTM from now on.

But with the Tablet Optimised Taskbar being resurrected I changed my mind. I'm not an Insider, so I used OfflineInsiderEnroll to put it back into the Beta Channel and checked for updates. Rather than the 22623.730 build I had hoped for it downloaded and installed 22622.601. Well, at least it was in the 'features enabled' group this time.

Oh and another thing. With every feature update up until this one I've had to help it on its way with the appraiserres workaround to bypass the system check. But it didn't fail the checks for this one, no workaround was needed.

Only then, did Windows Update now offer the 22623.730 build that I had wanted in the first place!

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

I just can't wait for a Final Release.Having 2 releases of Windows 10 Final and two of 11 Final is kind of silly. I wonder if There will be a Windows 12, if so-I will wait till a final release.

Well there's a good reason for that, neither of these updates were a full feature update. They were both Enablement Package feature updates.

The good news is that I'm in the 22623 'features enabled' group. The bad new is the one feature I was looking forward to, the Tablet Optimised Taskbar, isn't enabled (yet).

[We are beginning to roll this feature out, so it isn’t available to all Insiders just yet as we plan to monitor feedback and see how it lands before pushing it out to everyone.],

Very Strange. I went back to 22622.598 and then 22623.730 was installed through WU even without installing kb5018863 first.

Back in the day, we used to have 5 versions:

1) RTM official version
2) RP version - same build number as RTM and switched to new RTM build late in development.
3) Beta version (Slow Ring) - initially same build number as RTM but eventually would switch to final build number for new RTM. New features would normally make it to RTM.
4) Dev version (Fast Ring) - initially same build number as RTM but eventually would switch to final build number for new RTM. More experimental features that might not make it to next RTM, although most expected to.
Basically all 3 Insider versions above used to converge before RTM
5) Skip Ahead - version beyond RTM - never led to a release version - just experimental stuff and no guarantee if any feature would cascade into RTM.

Now we have
1) RTM official version
2) RP version - same build number as RTM - difference is RP switches to next RTM build earlier than before.
3) Beta version (base version) - initially same build number as RTM but eventually switches to final build number for new RTM. New features would normally make it to RTM.
4) Beta version (experimental) - as base version but more experimental features that might not make it to next RTM, although most expected to.
(this is a relatively new feature)
5) Dev version beyond RTM - never led to a release version - just experimental stuff and no guarantee if any feature would cascade into RTM.

So if you analyse the builds, basically the old Dev version became Skip Ahead, and for a while we never had and old style Dev version.
However, the new Beta experimental version has been introduced and is effectively the old Dev version.

I am on 22622.601 and I ran the enablement package (successfully, I think1). I now get 'newer build available' as per attachment, but there is nothing showing on WU.
