Hello Windows Insiders, today we are releasing Windows 11 Insider Preview Build 22621.741 and Build 22623.741 (KB5018503) to the Beta Channel.
  • Build 22623.741 = New features rolling out.
  • Build 22621.741 = New features off by default.

KB5018863 Enablement Package for Windows 11 22H2 build 22623.xxx


Windows Insiders who are on Build 22622.601 and did not see Build 22623.730 should be able to reboot and see this new build offered.

REMINDER: Insiders who were previously on Build 22622 will automatically get moved to Build 22623 via an enablement package. The enablement package artificially increments the build number for the update with new features getting rolled out and turned on to make it easier to differentiate from devices with the update with features off by default. This approach is being used for the Beta Channel only and is not indicative of any changes or plans for final feature rollouts.

Insiders who landed in the group with new features turned off by default (Build 22621.xxxx) can check for updates and choose to install the update that will have features rolling out (Build 22623.xxx).

  • We fixed the issue causing the taskbar to sometimes collapse when it should be expanded if there are no running windows on the desktop.
  • We fixed an issue that would occur when using the left or right edge gestures resulting in the Widgets or Notification Center (respectively) to overlap with or look truncated by the taskbar.
  • Fixed an issue that was causing the tablet-optimized taskbar to crash explorer.exe if you entered the overflow flyout.

[System Tray Updates]​

NOTE: These fixes will only show if tablet-optimized taskbar with System Tray updates is enabled on your device. Tablet-optimized taskbar and System Tray is still rolling out to Windows Insiders and not yet available for everyone.
  • Fixed an issue so that Quick Settings items can now be rearranged with touch again.

Fixes for BOTH Build 22621.741 & Build 22623.741​

  • We fixed an issue that affects Server Manager. It might reset the wrong disk when several disks have the same UniqueId.
  • We fixed localization issues for some setup files. These issues might stop you from creating installation media for non-English languages.

Known issues​

[General]​

  • We’re looking into reports that audio stopped working for some Insiders in recent Beta Channel builds.

[Tablet-optimized taskbar]​

  • The taskbar sometimes flashes when transitioning between desktop posture and tablet posture.
  • The taskbar takes longer than expected to transition to the touch-optimized version when switching between desktop posture and tablet posture.
  • When using the bottom right edge gesture to see Quick Settings, the taskbar sometimes stays stuck in the expanded state, instead of dismissing to collapsed state.

About the Beta Channel​

The Beta Channel will be the place we preview experiences that are closer to what we will ship to our general customers. Because the Dev and Beta Channels represent parallel development paths from our engineers, there may be cases where features and experiences show up in the Beta Channel first. However, this does not mean every feature we try out in the Beta Channel will ship. We encourage Insiders to read this blog post that outlines the ways we’ll try things out with Insiders in both the Dev and Beta Channels.

Not getting the update here either. Was hoping i'd be able to get the latest beta. Guess I'll have to drop out of the insider program if it is no longer working.

After I could not see it via WU, I downloaded it via UUP dump, but the USB will only allow/force me to do a clean install. I can no longer do updates as I did before, via the USB installer, so that upgrade route no longer works either.

I imagine that you've somehow got a different version from uupdump than what you have installed. The type (home, pro) and language must match.

That, from someone who just did the upgrade install on 3 machines using an iso from uupdump.

My download is hobbled as they are doing some repair work, and out of the usual 105Mbps (~11MBps down), I'm only getting ~20Mbps atm, but the CU only took three minutes to download and ~2 minutes to install. Something's afoul with WU, again, and as it began after the .575 Beta channel update, my guess would be in the "enablement" packages. Some people are having no trouble...others not so fortunate. Microsoft ought to have WU down after so many years of using it, imo.

I don't get it. If everything matches, an upgrade install should be possible.

A 22000 build can't be installed as an upgrade over a 2262X installation, but I think that any 2262X build can be installed over any other 2262X build. I hope that the resident experts will correct me if I'm mistaken.

After WU insisting the 741 update was available and then not wanting to update Windows 11 I ended up updating using the Uup Dump iso. That took 25 minutes to upgrade and worked fine.

Only then did WU stop having a hissy fit and wanted to install the Cumulative Update for 741! :think:

You are quite correct. 22000 to 22621 is a fule feature update, with new system files. You cannot repair a 2262x install with a 22000 in-place upgrade. 22621 to 22622/22623 are minor feature updates by enablement package, so they share a common set of system files. Any 2262x build can be used for an in-place upgrade of a 2262x install.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, 24H2 on 3rd October 2024 through Windows Update by setting the Target Release Version for 24H2, and 25H2 on 30th September 2025 through Windows Update by setting the Target Release Version for 25H2.

    UPDATE - 11 April 2026: due to mechanical deterioration this PC has been retired from active duty. The OS with all software and files has been migrated to my System Seven in 'Other systems' to carry on as my general purpose 'main machine'.

    I've now clean installed 25H2 and used Garlin's scripts to update Secure Boot to CA 2023 and revoke the PCA 2011 certificates. It's new role is to test secure boot issues.

    My SYSTEM FIVE is a Dell Latitude 3190 2-in-1, Pentium Silver N5030, 8GB RAM, 1TB NVMe ssd, supported device running Windows 11 Pro, plus Insider Beta, Dev, and Canary builds (and a few others) as a native boot .vhdx.

    My SYSTEM SIX is a Dell Latitude 5550, Core Ultra 7 165H, 64GB RAM, 1TB NVMe SSD, supported device, Windows 11 Pro 24H2, Hyper-V host machine. Updated to 25H2 on 30th September 2025.

    My SYSTEM SEVEN is a Lenovo Thinkpad T580, Intel Core i7-8650U, 16GB RAM, 512GB NVMe SSD + 2nd 512GB NVMe SSD, a supported device for Windows 11. This is my current general purpose 'main machine'. The installed Windows 11 Home from my System One has been migrated to this machine.

Just an update. I can't give a reason why it was not working before. But here is what I ended up doing.
Reset the default group policies on the computer.
Ran a script I found to restore default services.
Restarted
WU still did not show an update available.
Inserted USB drive with latest uup version from beta channel, that i created previously. Ran setup.exe and this time the setup process started and allowed me to do an upgrade.
