Laptop no longer starts

I have Dell Inspiron 16 Plus 7640, Winver = 25H2

When I open lid, this is what happens:

- Keys light up
- Dell logo appears
- Below the logo, a spinner appears
- After 18 seconds, I get the message:
- "Your device ran into a problem and needs to restart"
- Stop code: Memory Management (0x1A)
- What failed: Win 32k.sys
- The message disappears after 3 seconds
- Machine restarts, and repeats the above cycle endlessly.
- Machine responds to the Stop/Start button at top right.

I can access BIOS using F12.

I would be grateful for any advice

I had a Lenovo T530 that started doing something similar.
Had to go into BIOS, reset state to default, turn off Secure Boot, and then it would boot with secure boot off (but not on).
I then went and booted Mosby UEFI key after setting BIOS to update mode, and rewrote all the certificates.
Then I could turn Secure boot back on and Windows 10 would boot again.

This error usually means there’s a memory problem, especially since it happens before Windows fully loads and keeps looping. Try pressing F12 at startup to run Dell’s built-in diagnostics and check the memory. If it shows errors, the RAM or memory controller is likely bad and the laptop will need repair.

I'm not sure that I understand.

If I enter the BIOS, whatever I see IS the default. Right ? Wrong ?

So I turned off Secure Boot, and restarted. I didn't modify any other options.

I still got the endlessly repeating error message.

Are you saying that after I enter the BIOS, I need to run Dell's built-in diagnostics ?

If so, how do I do that ?

Sorry for all these questions. I'm now 81, and I haven't been inside any BIOS for about 15 years.

As stated, On a Dell computer restart the computer and press the F12 key repeatedly, this will load a one time boot menu, one of the options is to run the Dell diagnostics, which will test all hardware, including the RAM (memory) SSD/HDD and other hardware.

You can also press F2 at startup and enter Setup (Bios) and set the Bios to Defaults,

That was a 1-hour test.
Result: "All tests passed successfully" (!!)

When a Dell computer produces the same result (usually the One-Time Boot Menu or just booting normally) for both F2 (BIOS/UEFI Setup) and F12 (Boot Menu), it often indicates a corrupted BIOS, a stuck key, or issues with Fast Boot setting

I think that last comment says it all: the BIOS is corrupted.

I'll stop here until I get a FAT32-formatted USB drive.

On my laptop, pressing F2 produces same results as For F12.
Are you holding the key or are you repeatably tapping the key. If your holding it, try repeatably tapping it instead.

Go to Search or press the Windows key +R. In the box,. type msconfig.
Go to the Boot tab, put a check in the box for Safe Boot, Apply and OK, and Restart the computer,
if you want to enter Setup (Bios)
Set the Bios to Defaults.
Remember to uncheck that box if you want to boot normally again.

Consequently, none of your instructions can be implemented on my laptop.

If you can't boot the computer to the Bios or Windows, then use a Windows 11 Installer Boot Flash drive
Put that into your laptop. Start the laptop pressing F12 continuously.
Choose the Flash Drive to boot from. This should start the Windows Installer .
Choose your language, then click Repair Your Computer.
This opens the Troubleshooting menu
Choose Advanced.
First start with Automatic Repair. If this fails, you can try System Restore.
If that fails, you can choose Startup Settings.
Choose #5 Enable Safe Mode with Networking.
You may also see Boot into UEFI Settings (Bios) where you can choose to Boot to the Bios from the Troubleshooting menu then set the Bios to Defaults
