I think this change has to do with accessibility issues, wider thumbs and arrows are (obviously) easier to hit.

Fluent scrollbars can be enabled in the Stable version with this flag:

I must say MS Edge used to be a good browser until MS in their wisdom decided to somehow make sure that when one logs in on boot up we now have MS Edge run with news channels and plenty of junk. I have tried to eliminate this but is seemingly impossible and the only way to overcome this is by uninstall. I`m very sorry I upgraded to Win 11.
