Solved Latest Windows 11 update causes incomplete boot to black screen

Using: Microsoft Windows Version 23H2 (OS Build 22631.4317

I had avoided Win 11 updates for a month having had so much trouble with them.
Gave in and updated yesterday. The result was Win 11 never reached the Desktop but booted to a blank black screen rather than completely loading. I was just able to ctr-alt-del to the task manger. Restarted and same result. (Is there a way to manually finish the boot from the Task Manger screen)

I then booted with F12 and tried a Windows Starup boot fix which failed.
Rebooted again and rolled back the Win 11 "Quality" update which then allowed normal boot.

So what's going on and how to update and fix the boot without rolling back the update?

I had that in March this year when I was using the ExplorerPatcher taskbar tweaking app (from the version that was used then). I then stepped over to another tweaking app, which after some months gave me other problems.

So first question: are you using any tweaking apps? If yes, which one (and which version)?

And very important: into what version did your system try to update? Was it into 23H2 22631.4460 or into 24H2?
With 24H2 many problems are known...

I had StartAllBack Taskbar to run but it does not seem to be setup now.
I did the update yesterday, so whatever the latest is.

Cold not get specific fix, so I did an in place upgrade to fix: Redirecting and that fixed it.

I had same problem last Friday. Explorer wasn't loading.
I left it running and somehow it fixed itself and loaded. Rebooted and everything seems normal.
