Does Microsoft intend updating the leftovers from previous versions of Windows in Windows 11?

I mean, when you right click on the recycle bin and pick empty, you get a non-themed (I use Dark Theme) pop up with tiny text which is hard to read on my 4K monitor.

I appreciate things like Disk Cleanup (Cleanmgr) will probably be removed. Maybe Winver will be removed too. But Windows 11 does still seem to have many remnants of previous operating system versions.

IMO all the elements in the UI will never be 100% customizable. A good example of this is we were never able to change dear old control panel's tiny little green font. The new File Explorer is another example of MS locking an area down from changing as much stuff as we used to.
(I sigh every time I think about losing control panel. I despise settings, but here again MS giveth and MS taketh away)

Another opinion - I may not live long enough to see it, but as more changes come in the future, I think there will be more areas not even a 3rd party app can change.
Users will have to take what MS gives them.

The biggest change was back with Windows 95 beginning with the merging of DOS with the GUI. Then there was the merging of Windows NT 2000 and Windows ME into Windows XP and the start of 64-bit. Since then all succeeding versions tend to be built on the previous.

I think it's a wonder that Microsoft has not been tightening up/restricting the EULA as much as they could so far.
