I have 2 accounts on my system, admin and standard user.
If for ex. I'm logged in as user and then reboot system I'm not able to login as admin immediately, first need to login as user, then sign out and only then login as admin.

It doesn't matter which of these 2 the thing is that once the system boots up only the user that was signed in last time can login.
The only exception to this is if both users were signed in, in which case it works fine.

This problem is present since Windows 10, it's nothing new and surely you have encountered it too if you use multiple accounts.

I'm curious is there a setting or something to prevent this and let me login with which ever account I want when the computer starts up?

@garlin Thank you very much!
I did testing and it's indeed this GPO setting that is causing this problem!

I said it's present since Windows 10, however the truth is that I'm using this GPO setting since then and that's why I'm having this problem since then, God only knows for how long is this issue realy present.

However there are now another 2 problems.
1. You have to choose between functionality vs privacy, if you're going to use the option then you opt in for privacy but suffer with functionality because you won't be able to login with just any account.

2. If you opt in for disabling the option then you lose privacy because your username will be visible, and this might include your onilne identity if you're using MS account.

However I figured out a workaround if you want to have the option enabled for privacy without suffering with functionality.
The proper way to shut down system is to first sign out and then shut down from lock screen, this way there is no "last user" and anyone can log-in after system reboot or startup :-)

You can try this trick, and run it from an elevated logon task to remove the last user's name right after you've logged on:

Looks great but I don't find it difficult to sign out prior to shut down or restart,
to me sign out sounds like a more normal way to shut down computer rather than straight shutdown, it sounds more "clean" so everything is fine.

Often times shut down is interrupted with "this or that program is preventing shut down", this way with sign out this issue should be resolved for cleaner shut down.

But thanks for sharing!

Hi Zebal. I had the very same problem. I had originally configured our computers to behave as you described. Later, I needed to reset the settings back, but I did not want the behavior you described. I did the following to return Windows to the original behavior that you would normally experience immediately after installing Windows:

1. Delete this Registry key. By default the key does not exist and in gpedit.msc "Interactive logon: don't display last signed in" is originally "Not defined".
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]
"dontdisplaylastusername"

2. "Hide entry points for Fast User Switching"
Open "gpedit.msc"
Computer Configuration-->Administrative Templates-->System-->Logon
On the Right Pane
Double Click: "Hide entry points for Fast User Switching"
Click "Not configured"

If you think about it, the list of users at the Windows Login window is "user switching". I had hidden fast user switching when I setup our computers because I did not want the list of users on the Windows Start Menu when you want to click on "Logout" (Windows 10). But unfortunately it also affected the list at the Windows Login window. After you successfully get the list of users at the Login Window, do remember the last user that logged in will be at the top of the list.
