Longer loading times in games on Windows 11

I switched to Windows 11 about a month ago (clean installation).
First games I tried are TF2, CS:GO and modded Minecraft. In all of them, I see increased loading times (booting up, loading a map/world etc.) compared to Windows 10. CS:GO seems like the worst offender, which instead of starting up in less than 4 seconds, now starts in exactly 20 seconds. I can't tell with other games, since the aforementioned three are the ones I play regularly, and which I can tell with utmost confidence that they were in fact loading faster.
I see no excessive CPU or disk usage in Task Manager, overall I still have less apps running in the background compared to my previous Windows 10 installation. I have tried a lot of things as people on other communities have suggested, but all efforts fell flat:
  • Disabled: Core Isolation, GameDVR, Game Mode, HAGS, fTPM, Secure Boot (re-enabled the last two).
  • Updated: OS and all the updates (21H2, compilation 22000.469), drivers incl. chipset and GPU with or without NVCleanInstall (driver list here, I have since updated my GPU, Intel LAN and Bluetooth drivers), SSD firmware, BIOS (currently using latest beta with AGESA 1.2.0.5)
  • Verified system file integrity with sfc /scannow and Repair-WindowsImage -Online -RestoreHealth
  • Performed a clean boot
  • Checked SSD's SMART data for potential issues
  • Other tweaks: bcdedit /set disabledynamictick yes, bcdedit /set useplatformtick yes, bcdedit /set tscsyncpolicy enhanced, MSI mode for all devices that seem to support it, optimized system services with W10Privacy
It's starting to feel like this is some deep issue with this OS. Any other ideas?

Have you tried to disable Defender, SuperFetch, disable8dot3, fast startup, page file?
You might also try to enable compression, it could actually improve loading times.

P.S. There is currently a performance problem with AMD caused by fTPM.

Huh. It was Defender. I disabled and re-enabled Defender's real-time protection on the fly like 6 times and tested the games, and they were consistently loading faster now, almost as fast as on Windows 10. Then I left the protection enabled and added exclusions to game's folders and processes, and seems like that did the trick. I still have an active Norton 360 subscription but haven't reinstalled the program on Windows 11 yet, if W11's Defender seems problematic, I may just try to switch back :)
But that worked with TF2 and Minecraft, not in CS:GO. Although it loads maps faster, it still takes 20 seconds to launch. Other tweaks haven't helped.

As a gamer myself, I've not needed to resort to any of the above. Currently running Windows 11 Pro RTM (Build 22000.469). Anyway, moving from Windows 10 to 11 hasn't had any effect on my gaming performance.

With that I have an Intel system (see system specs) but am aware there have been gaming complaints with AMD based systems.

Note that Norton currently includes cryptominer for Ether, maybe try Panda Free or 360 TSE instead.

You have a great PC, but I have a noticeable improvement after disabling Defender alone. Just Explorer loads instantly instead of 5 secs.

I've heard of that, but as long as it's an opt-in, I don't really care. And if they start forcing that crap, then I'll make sure to throw out the trash ^^

Unfortunately, we can't see each other's machines, but I can assure you my internet doesn't take anywhere near 5 seconds to load (Defender enabled). And as said, before, my gaming hasn't been affected by switching from Win 10 to 11. But again.... Intel system.

Anyway, I'd rather use my PC with an AV enabled than one not, even at the cost of a slight performance dip. That's me.

Yep, the era of 3rd party AVs is ending, like firewalls did. We will have the illusion of choice, just like with browsers.

Perhaps. I just grabbed it on sale after checking AV-Test and seeing that it seems to perform well. It was like $5 for a yearly subscription for 5 devices.
