This is my Video card

AMD Radeon RX 580 PCI Express 3.0 x16​

And this is My Motherboard
PRIME Z490-A|Motherboards|ASUS USA

I want to upgrade my Video card But it Looks Like every Card I Look at Is PCI 4.0
Does this Mean I Have to get a new Motherboard?

A Gen 4 PCI-E graphics card will work in a Gen 3 slot, but with lower bandwidth. You're unlikely to notice much difference, if any, unless you buy a ridiculously high end card like a 4090. Even then you could still run it.

Short version: no. You'd be fine with PCI-E 4.0.

PCI-E 4.0 cards are backwards compatible.

I have an RTX 4090 (PCI-E 4.0) running in an X16 slot that fell back to 8 lanes. (Dues to the addition of a PCI-E 5.0 M.2 SSD.) It lost about 1% of its performance compared to 16 lanes, by one benchmark. PCI-E 4.0 X8 has about the same nominal bandwidth as PCI-E 3.0 X16. It seems to me like an RTX 4090 could get nearly full performance in a PCI-E 3.0 X16 slot. (But you don't want one. It's the craziest desktop card on the market at this time. The air cooled cards are absurdly wide, and the 4090 consumes 450W.)
