Lost Windows tray and options running slowly

My first problem was loss of the options tray at the bottom of the screen, then options, like picture ran slowly or not at all. In attempts to resolve the problem I rebooted, ran Norton Antivirus, Norton Utilities, PC Cleaner, Driver support 1 and various Windows based options, including Windows update and Windows Defender and options in Control Panel. I am considering reloading Windows but not sure how to do that without losing files and would like to see if there is an alternative option I missed. Suggestions please.

Mitch is right on the button.

But please note: Unless you are on an Insider build, only Option Two will work as things have recently changed.
Please note the warning about Option One at the top of the Option One section.
Option One is now only for Windows Insider builds, it is not for retail release Windows versions.
